Numerous individuals who enjoy playing League of Legends have experienced the negative effects of early kills that can make a game seem nearly impossible to win from the very beginning. It’s the snowball effect that numerous teams struggle to counteract.
To assist players in mitigating the impact of early eliminations, Riot Games is modifying the experience points system in Patch 13.4 by decreasing the amount of XP that kills provide at specific levels.
Even though Riot has historically preferred that League games move at a brisk pace, there should always be an opportunity to recover from a disadvantageous situation, even if the game appears hopeless. Consequently, the developers are reducing kill experience from level three to level nine, which should provide enough time to explore better options on the map, such as farming for the late game or picking off lone enemies.
The following are all the adjustments to experience gained per kill at each level:

In addition, if a player defeats an enemy who is at a higher level than them, they will now earn more experience points as another method to help them catch up and mount a comeback.
“Especially in the jungle, kills could rapidly level the playing field for players who are substantially behind as a result of other actions taken by their opponents,” stated Riot Riru. “League’s comeback mechanics are designed to provide players with a fighting chance against their opponents, but the comeback system based on kills would elevate you to their level.”
This adjustment, which increases the percentage of experience gained from a 16 percent per level difference to 20 percent, isn’t too drastic but should provide summoners with yet another boost in their efforts to recover from a lost cause. The release of League Patch 13.4 is anticipated for tomorrow, February 23.
